Disability Benefits Education Services

Veteran Centrix — Lead With Trust

Veteran CentrixStructured instruction in the published federal regulations that govern VA disability compensation, and in the public decisions that apply them.

The regulations are public. The decisions are public. Most veterans have never been taught to read either one. That is the gap this program closes.

Section 01 / Curriculum

Instructional Modules

Each module teaches published federal authority and how it is applied in decisions that are part of the public record. Instruction is general and applies to the regulation, not to any individual file.

01 / Regulation

Regulatory Literacy

  • Structure of the authority. How 38 CFR Part 3 governs adjudication and Part 4 sets the rating schedule.
  • Service connection. The elements the regulation requires, read directly from the text.
  • Rating criteria. How a diagnostic code is written and what each rating level states on its face.
  • Effective dates. What the regulation says governs the date benefits begin.

02 / Evidence

Evidence Standards

  • Categories of evidence. What the regulation identifies and what weight it assigns.
  • Medical opinion language. The standard of proof the regulation uses and the terms tied to it.
  • The benefit of the doubt rule. What it states and when the regulation says it applies.
  • Common gaps. Evidentiary shortfalls that appear repeatedly in published decisions.

03 / Decisions

Decision Case Study

  • Published decisions. How to search and read Board of Veterans Appeals decisions, which are public record.
  • Reasoning patterns. What the Board relied on, in its own words, and why.
  • Review lanes. The options the statute provides after an initial decision, and the deadlines attached.
  • Reading your own decision letter. How the sections of a rating decision are organized.
